It only gives target resistance, but it's a reasonable place because it has "Azure-Eyes Silver Dragon" and "Return of the Dragon Lords" for destruction resistance. If you can maintain it, you can deploy Blue-Eyed every turn and set powerful cards such as Tough Invincible Strongest.
